SHFC Reviews CMP Processes to Support Expanded 4PH Implementation

SHFC President & CEO Federico Laxa convened with senior officers at the agency’s headquarters in Makati on June 24 for the second meeting of the Technical Working Group (TWG) created by Department of Human Settlements and Urban Development Secretary Jose Ramon Aliling.

The group was formed to lead the review of the processes of the Community Mortgage Program (CMP) as a strategic component of the expanded Pambansang Pabahay para sa Pilipino (4PH) Program—the flagship initiative of President Ferdinand Marcos, Jr.

The initiative is in line with Secretary Aliling’s directive to harmonize all housing modalities under the administration’s National Shelter Agenda to expedite the delivery of inclusive, pro-poor housing solutions nationwide.

President Laxa reaffirmed his support for the initiative, underscoring the need for a thorough analysis of existing challenges within the program’s operations. “We must meticulously examine how the program has been conducted to identify and avoid bottlenecks,” President Laxa said, highlighting the importance of preventing future inefficiencies.

During the meeting, Support Cluster Senior Vice President Atty. Leo Deocampo presented a comprehensive review of existing CMP guidelines—an essential step in identifying areas for possible adjustments in the program’s rules and regulations.

Meanwhile, Mega Manila Group Vice President Engr. Elsa Juliana Calimlim provided an in-depth overview of the appraisal and loan ceiling of CMP. Her discussion also covered the allowable lot area and various loan packages available through the program.

Resettlement Services Vice President Bob Flores, on the other hand, presented a detailed process flow for lot acquisition under the CMP, aimed at enhancing efficiency and streamlining procedures in securing land for community-driven housing.

Other senior officers present in the meeting were Executive Vice President Atty. Juenefe Payot, Accounts Management Senior Vice President Josefina Banglagan, Corporate Planning and Communications Vice President Florencio Carandang, Jr., and Treasury Vice President Jason Yap.
